Here's a Quick Way to Alter Your Photo with a Brush Set: Digital Tutorial and More

Thaos used her Sketchbook Pencil set as an overlay on her photo. Then you can either erase around the silhouettes or extract the silhouettes onto a new layer above the overlay.
